ASSISTANT SECRETARY OF COMMERCE
FOR AERONAUTICS

The former Army pilot turned lawyer who helped write, and then got the job of implementing, the Air Commerce Act of 1926. Under MacCracken's leadership, the Aeronautics Branch of the Department of Commerce regulated commercial airlines, certified aircraft, and licensed pilots for the first time, providing a foundation for the success of commercial aviation.
